Hiermee genereren we de rule lijsten en zorgen we voor het klikbaar maken van regel headers.
Dit is vereist met de laatste versie van de plugins voor ADR rules.

De huidige werkversie heeft de betere layout voor regels.
Om de module even leesbaar te maken als de andere modulen
(signing, encryption) kunnen we ook de layout patchen.
